It's "Please Examine And Comment Honestly", going by how it's been defined in threads similar to this.

Hmmm...guess the WotC boards (where I started) had a different abbreviation.
Still, I like critique better. I want critiques, dammit! Comments are nice, but critiques are helpful.

I think some people have pointed out that the tag isn't really needed - unless you specify otherwise, most people who look at the thread will PEACH it for you anyway.
