No. Practiced Spellcaster only affects caster level, which makes it of very little use to Warlocks. It will help the Eldritch Blast overcome Spell Resistance, but it won't increase its damage.

Just like how Practiced Spellcaster does not advance spellcasting, neither does it advance Eldritch Blast
