Is there a class or ability anywhere that does this on a more grand scale, targeting a group instead of just a single person?

the thrallherd can do that, it's just not directed in any way. and all it costs is one psi level.
from there you can abuse the crap out of the diplomacy system to convert people.

the way i did it was i had the thralls stay in a village, and i would mind control people to have them go there (where they were then taken prisoner) and a few experts i had who stacked diplomacy converted them.

There's an epic cleric PrC in the ELH which is designed to be the great orator/preacher archetype. Being ELH it sucks, but it might be useful source material for a pre-epic PrC.
