how exactly does it work?

is it like a base class, causing xp penalties
or like substitutions levels, they just replace some levels?
or should I treat it like a prestige class, are there requirements to meet to qualify?

It's a base class (no prereqs, other than the specified race), but, like a prestige class, it never causes XP penalties. Other than that, it's exactly like any other base class, and is not any kind of substition level.

Levels in racial paragon classes never result in XP penalties for multiclass characters.
