[3.5] "Practiced Spellcaster" and scrolls
Does the "Practiced Spellcaster" feat add to your caster level when you check your caster level against the caster level of the scroll's creator on scroll activation?

Yes. Practiced Spellcasting improves your caster level for any and all purposes other than spells per day, which is actually advanced by class levels rather than caster level (it's just a coincidence that classes usually advance spell progression and caster level simultaneously).
