Anthropomorphic Bat from races of the wild has an astounding +6 (!!) wisdom. Downsides inclue 5 ft land speed. Which really doesn't matter when you have a fly speed (20ft, avg). LA +0. It's 3.0 and sketchy at best though so DMs might strike it with the banhammer.

aasimar is nice but with a La+1 taggen on it, but lesser aasimar on the other hand...

Tortle is nice, it's in Crystal Keep and has no LA.

Buomman has +2 wis but can't talk. Jermlaine has an amazing wisdom bonus, if I remember correctly, but it makes you a tiny ugly fey.

It's rather hard finding races with bonuses in mental stats that don't also have huge downsides.

Well a Feral Human is at +2 wis, and with some veryvery nice abilities such as speed, NA, fast healing, darkvision and pounce-rake-rend progression. And a human bonus feat.

Loads of powerful stuff there. Anthro is also there, with winged/Insectile

EDIT: It's template, not race BTW, so you can stick it on a Lesser Aasimar if you'd want to trade the feat for more Wis.

There's the Gray Orc from Races of Faerun. It's +2str +2wis, I believe, and lvl adjustment +1
