Need help finding something a little strange...
Someone pointed out to me a couple weeks back(going back to the game store to try finding it again). It's a Human only class/PrC that gives you a boost to current class level. The only requirement is that you are human. This was in a published splatbook, and I'm pretty sure it was 3.5. If I remember correctly, it was only three levels.

I'm guessing it would be human paragon or similar, possibly in Races of Destiny?

Sounds like human paragon all right, but unless they republished it or recycled some of its ideas in a set of racial substitution levels (most likely in Races of Destiny as Tiki Snakes says) it comes from Unearthed Arcana or the SRD.
