Does regeneration grant immunity to blindness/deafness?
You know, if they like tore out the eye/ear and grew a new one?

Sure, in that sense. But it doesn't actually make you immune to say, Power Word Blind

Generally no; even if spell specifically disables this pair of appendages, regrowing new ones takes time. And if the spell instead shuts down the centers in the brain, its' even worse. But like, Troll takes 3d6 minutes to regrow a body part.
