Yep, Complete mage p144 skillfull, you can wield it as if you were proeficient and you gain 3/4 BaB when using this weapon.

Are you sure that page/book is correct? I looked it up and all that's there is some stuff about Bigby's Tomb.

Melee only
There is no non-proficiency penalty for wielding a Skillful weapon.
The minimum Base Attack Bonus for this weapon only
(i.e., does not apply to the other hand) is 3/4 Character level
(i.e., same as a Cleric of the same level).
