Increasing caster level

There are parts in D&D that a monster can increase his/her caster level when casting a spell. Just a simple question and I am out.

Does increasing the caster level of a spell also increases the saving throw DC of that spell?

For example bad monster has wizard lvls of 7, has int of 18 and can increase the caster level of his/her spell by 2 every 3 rounds(as a supernatural ability or something). He lobs a fireball at the heroes and increases its caster lvl by 2, does that mean the reflex saving throw of the fireball spell increases from 17 to 19?

Or am I wrong....

Caster level has absolutely nothing to do with spell save DCs.
