Bard Spell+Inspire Courage Optimization

Hello, I'm currently playing a game in which I have a Bard cohort that is currently level 10. Assuming he doesn't get 'Destructioned' or something, he should get to level 18. His current build is Bard 8, War Weaver 1, Sublime Chord 1.

I want to get him to 9th level spells with as much optimization to Inspire Courage as possible. Words of Creation isn't allowed, I currently have a Badge of Valor, Inspirational Boost, and Song of the Heart.

As for the plan for the rest of the build, Sublime Chord 1, War Weaver 4. For the last two levels I'd like something that ups my Bardic music (levels stack for the sake of Inspire Courage so I can get Vest of Legends) and two more caster levels so I can get 1 9th level sublime chord spell.

Can't you retrain into Bard 7/Virtuoso 1...? 'cause Virtuoso is the class you want, but it loses CL on 1st, so you'd need it before Chord for it to work out...

EDIT: And by rules, you need to take SC as your 11th level as you take class first and skills & feats later; you don't qualify before level 11 due to skill prerequisites. But of course, you may have handwaved that.

How does Bard 8/ War Weaver 1/ Sublime Chord 1 even work? Doesn't Sublime Chord require Perform 13?
