I was wanting to make a Jersey Devil esk monster for a campaign I'm running was thinking human half-fiend and ideas on how it should be built?? has to around a CR 7. Thanks for the help in advance.

All the waaay back when Pathfinder was a wee little adventure path, Rise of the Runelords #2 I think it was, they did stats. for the 'Sandpoint Devil'. You should be able to piece it from there.

Alternatively, ask Bhu. I know for a fact that he has at least three kinds of Jersey Devil floating around here.
