I love it! Been gaming for over 20 years now and always on the watch for good non-cliche character builds that offer interesting RP possibilities. Depending on the game I might try to go for a goblin or kobold instead, but the concept is the same. Probably gonna have to steal that idea and make a note of it in my concepts file!

Gnome works better, for a mounted build you're likely to go heavy armor, so Con builds work better than Dex builds.
I've been at this since 1971 or so, and that was almost the FIRST concept to hit me when I first read the 3.0 rules. It was certainly the first one I played.
3.0 with a mostly non-optimized group it worked very well. +1 to attack and defense stack well with heavy armor (and +1 to attack counterballances the -2 to strength effect on hit chance and if you're not doing all kinds of damage on a mounted charge then you're not doing it right), mounted combat feat and maxing out ride give the mount very good defenses. Slow speed, one of the main disadvantages to the PC small races doesn't matter to a mounted character.
A whole team built arround small mounted ranged types might work even better (the cleric can melee at need while everyone else shoots). But the Paladin gets the magical mount that doesn't spook for free.
