    Just what it says in the title is it only the skills mentioned in their entry or what?

    Dragons get specified class skills based on type, but for other monsters I believe that it's just the skills they have max ranks of in their entries.

    Yeah, just True Dragons (including the Planar, Gem and whatever else types).
