Plus, Haley was tied up for the walk over here by Gannji. Malack is not really afraid of Elan defeating them in their palace with a few hundred guards around.

Wow, if anyone has read the 3.5 dragon focused handbook ( Im not even gonna try and spell it) then they would know that it is INSANLY hard for a dragon to become obese (going by the book here). Not that its impossible (once again going by the book here) but a dragon would have to eat almost CONSTANTLY to grow to such a size.

Although its perfectly logical that rich just used the rule...of...cool?

Who says she generally doesn't eat constantly? If she is a figurehead then she has nothing to do with her time but enjoy the luxuries of being the empress.

Well it IS possible (She's the Empress, and she's being placated), and there is another such dragon in Dragons of Ebberon, I believe. It has a special quality where it counts as one size larger (Gargantuan, not Huge) and it has trouble flying. :P I can't remember what it was called, but it's main schtick was sloth and apathy. So, I guess it's all up to the lifestyle, really.
