Miss: Half damage, ongoing 5 fire, acid, cold, lightning, radiant, and thunder damage, and the target is not dazed.

You fire a visible lance of sound waves capable of blasting through solid objects.

Hit: 3d6 + intelligence modifier Thunder damage and the target is dazed until the end of your next turn.

Most encounter powers (all, I believe), have no effect on a miss. You might want to look into that.

I'm not an expert on power balance, but Sound Lance might be a little strong for a level 7 encounter power. Not sure though.
