Increasing Caster Level
Quick question about that. Does raising a sorcerer's caster level allow them to learn higher-level spells? For example, a level 3 sorcerer with a Caster Level of 4, do they get access to 2nd-level spells as a level 4 sorcerer would?

In a word, no. I only increases spell effects based on the Sorcerer's caster level. For example the duration and damage for many spells scales with caster level.

No. Caster level does not directly affect your spells known/spells per day.
