Please Help Me Find a Steampunk RPG
Like the title says. To specify it needs to be a tabletop RPG and preferably not the D20 system(but if you know of one state it please, I can use it as a backup) I just need to know the name so I can look up the rules on the internet or buy the books.

OK, just kidding. Now, seriously, you could get the steam and sorcery (or was it sorcery and steam?) supplement, third party book for DnD, yeah, I know you said no d20, but that's the one I know.
Also, I've been told that exalted can be easily turned into a steampunk game.
Deadlands is quite steampunkish, and also, lots of cowboys and dead things.
There was also an aime inspired steampnk game that was about traveling on a train and having adventures on the places it visited or something like that. It really depends on what you want.
GURPS has a Steampunk Setting you can modify to your heart's content.
HERO System and Mutants and Masterminds are both designed to be extremely modular, so you can easily create a Homebrew setting. (Though M&M is d20 Based.)
Wushu Open RPG (An Open Source RPG System licensed under Creative Commons). is ridiculously modular and easy to pick up.
If all else fails, d20 Past supports Steampunk Settings, and you can import creatures from D&D as well.

You might try changing some of the flavour of D&D 3.5's Eberron campaign setting.
There was also a source book for D20 Modern that dealt with it, but the name escapes me.

I champion for GURPS as well. Yes, it's a pretty crunch heavy system but there is a defined Steampunk (and Screampunk) setting book to go with it and you can tailor it to suit anything you like.
Also, anything that does post-apoc would probably convert pretty quicksmart to steampunk. Just substitute a "working" society with a rigid class system for lawlessness and change the names of "Nuclear Car" to "Steam Engine".

I have not played it before, but Etherscope is a steampunk setting using D20 Modern rues I believe.
Iron Kingdoms is a heavy Magi/steamtech setting. I've played it a few times and found th experience...quite difficult due to mechanika.
Another campaign would be Dragonmech. City mech's, steamborgs, clockwork mages, Gear Forest, and coglings. I love it if you play it right.

Deadlands Reloaded is superb, a great implementation of a wonderfully fun system.

Savage World is a pretty simple system, and one of the classes is Mad Scientist. And its only 9 bucks!
