I just learned of the spell keen edge which doubles crit range, now imagine using that w/ permanency... can it stack? already it is a very handy combo for make your own keen weapon.

Unfortunately, you can only Permanency specific spells, and Keen Edge is not on the list.

If you meant Persist Spell instead, that won't work either; Close is not a fixed range, because it varies with level.

It sounds more like he was asking "can I have this crit buff on my weapon all the time" rather than "can I stack this crit buff with another one."

For the most part you are correct, but there are always exceptions - see also, the Disciple of Dispater thread we had not too long ago.
