Template/Balance question: elemental creatures

Two questions, the second one might be superfluous.

a) Is there a template which gives an elemental subtype (fire, water, earth, air), and not much else, preferably with an LA of +1, and which can be applied to animals? I seem to remember something like that, but can't find it now.

b) If there wasn't such a template already, how much would you think an elemental subtype alone is worth? Is it more or less powerful than +1 LA?

There is- it's in Manual of the Planes. It also makes the creature an elemental, rather than whatever it was. Usually called "X creature" (where X is the element)

Dragon Magazine has para-elemental versions of the templates.

They are fairly low-level. And can be applied to animals. But these animals become elementals.

yah, +2 CR, or something like that. not too costly, and extra mobility is always nice.
