Scrying on the cloister

I'm not very familiar with the rules for summoning and scrying - but seeing the ease with which Roy and Eugene were able to look through the Cloister effect into Azure city - would that be one way to contact, or at least locate, Ms. Starshine that V actually overlooked?

I mean, can you use a summoning circle and summon a creature, or Contact Other Plane or something, to kind of circumvent a barrier that blocks ordinary scrying efforts?

BTW I also wonder why some NPC entries like in the FRCS have ranks in Scry among their skills - is that a remnant from 3.0 or something? I cannot see how the Scry skill (however it works) is implied in scrying through magic.

IIRC, FRCS is 3.0.

N one's bothered to inform V that the Outer Planes contain two friendly mortal spirits and the Epic magic he needs. In addition, V can't summon, because she banned the Conjuration school. Also, his ego would likely prevent her from asking for help in that task, which he viewed as personally redemptive.
