[3.5] item recharge (warlocks sceptre)

while browsing through my books i stumbled over the different descrptions of the warlock sceptre in CA and MIC.
besides the price and enhancementbonus of the light mace - the MIC states:
"After these charges have been expended, the rod remains a +1 light mace, but it no longer provides a bonus on ranged touch attack rolls until its charges are restored."

have i missed something? how do you recharge this except perhaps crafting it anew?

Wait for the next day. IIRC, that one has 5 charges/day.

Furthermore, a warlock's scepter has 5 charges, which are renewed each day at dawn.

Right there in the description (at least in MIC).

Happens. I read and reread the description for Ice Axe in SpC half a dozen times without noticing it makes touch attacks, even though I was specifically looking for that on the second to last reading.
