Improving SLAs

I've got a BBEG who is, as you may have gathered, throwing around a large number of SLAs. He focuses on enchantment and crowd control spells. I'm looking for a way to buff these SLAs and generally just make him more of a threat.

He's a Conduit of the Lower Planes if that helps anyone.

So far, al I can think of is taking Quicken SLA a lot. He DOES have melees between him and the PCs, for the record.

There are also heighten, maximize and empower.

Also, you can use some of the tricks to give him extra standard actions per tern.
