I don't mean the drow, I mean the LA 0 dark elf. Maybe it was just the base stats of a drow when converted to monster levels, but I'm pretty sure I've seen it somewhere.

I think you're thinking of the Sundark Goggles (Races of the Dragon, pg 123), or perhaps the Goggles of Day from the Magic Item Compendium.
