Opening a planar rift (3.5)

Obelisk, as planar touchstone from Manual of the Planes enables a person to make a DC 40 check (know. planes ) + 8 hours concentration to create a planar rift to the target plane.

Can somebody tell me how this works? Is it like a teleportation? Will it be delayed by anticipate teleportspell?

In short it creates a gate to target plane, at least that is the way my group uses it.
