Looking at the synchronicity power in Cpsi, it seems to me that it provides you with the ability to quicken any power (even ones you couldn't normally quicken due to PP restrictions) once you hit level 7 and are able to quicken the synchronicity itself. The only cost I can see is the extra 1 pp which is a fairly minor deal for being able to quicken the highest level powers you have. Am I missing something here?

No, you read that correctly. It is pretty awesome but it requires Complete Psionics.
