In a campaign one of the guys wanted to get their sword made so when they hit someone with it, it cast the spell sleep. He wants it so it doesn't run out can anyone think of anything that could do this?

    A spell-storing weapon and a very dedicated wizard/sorceror cohort?

More seriously, I'd check the DMG magic item creation (suggested) rules. I believe there's an unlimited uses multiplier in there.

How to make it that the sword's power to cast Sleep never runs out? Easy. Give the player the item at level 8 with 3 charges. After the first two times he'll never use it again, thus guaranteeing the power will never run out.

Yeah, the 4HD limit is a pain, but if he's serious about it, maybe Deep Slumber or Hiss of Sleep would be more appropriate, although at higher levels, there are plenty of very common baddies that are immune to sleep (constructs, undead, elementals, elves)
