Holy Nets & Dust of Dryness

What would happen if you threw a dust of dryness pellet (at full capacity) at someone? I figure its the same damage as a large water elemental.

If someone enchants a net as holy, does it deal damage now?

The pellet would do the same damage as a water elemental slam attack, but the extra damage and to-hit bonuses would naturally be determined by the thrower's modifiers (Str and Dex, respectively)

I guess the net would deal damage Evil creatures... not sure how this works by RAW, though.

Can you absorb a Large Water Elemental with a packet of Dust of Dryness and then summon it again later, uncontrolled?
