    Nothing for sure, but I would guess it has something to do with the black dragon incident. That did take place in elven lands, and the ambassador would be in a position to know when and why an angry ancient dragon attacked their country.
    Congratulations, you can link to TV Tropes. This does not mean you have special insight into the storytelling process, much less the author's mind. Stories don't need to fit into neat boxes, you know.

    Face it, Haley. That one hair is always going to be out of place.

    V's comment in the final panel was outstanding.

    As for why the Ambassador was glaring at V, my guess would be that he reads the newspaper (or the magical version of it) and saw the divorce proceedings. He also may have sensed V's alignment shift. Just because you put the "white hat" back on does not mean that the effects of your actions go away.

    Nothing in the rules (that I'm aware of, at least) suggests that extreme weight affects your move speed, flying or otherwise.
