    No, its a 3rd party book, not the campaign setting. Legends of the Twins, or something like that.

    You've probably heard it mentioned on the internet. I don't own that book (who does?), but SOMEONE found it and mentioned it and its been repeated enough times that its pretty common CharOp knowledge despite being from a VERY obscure book.

    And yea, 1st level only IIRC.
