Default Question about a summoner's Eidolon?

Everytime we level a summoner, we get evolution points for the eidolon.

Do the points bank? I mean this by:
    At level 1, I get 3 points.
But at level 2, the chart says that I have 4.

Does this mean I will have 7 total?
Freedom is to say that two plus two equals four, if that is granted, all else will follow.

No, it doesn't work like that. At level 2 you will only have 4 evolution points. However, whenever you level up you can re-allocate your evolution points

"Each eidolon receives a number of evolution points that can be spent to give the eidolon new abilities, powers, and other upgrades. These abilities, called evolutions, can be changed whenever the summoner gains a new level, but they are otherwise set."

No, you recreate it each level.
