Anklet of Translocation? Magic Item Compendium.

The more details about the build you can give us, the more help we can give you.

Had Person_man's avatar not be a cheese headed person I would have been anoyed.

Also look at the chronocharms of the horizon walker (MIC).. 1/day move half your speed as a swift action, they are dirt cheap (500 gp) ask your DM if you can combine some of them into a single item (mine did).

There are also other boots which have tleport based abilities, IIRC they weren't expensive ( check with you DM if teleporting triggers skirimish RAW it works but YDMMMV)

Greaves of Aundair (5000 GP, Forge of War p. 124). +10 speed, and 3/day "immediately take a move action", but you're dazed until the end of your next turn. However, Quick Recovery (Lords of Madness) could help with that... DC 11, I think to avoid the daze.

Shadow Hands, Master version (45000 GP, ToB p. 150) could get you Shadow Blink... no prereqs, other than IL = 13, but that's not very likely without some Martial Adept levels.

RAW, I desperately wish my DM allowed Teleport to trigger Skirmish. If it did, my dream of being a Shadow Blinking Backstabbing Assassin would come true! =O

But on a more serious note, the build right now is straight Swift Hunter.

To go one step further, Cyran Gliding Boots allow for a 3/day 10' step (as opposed to 5' step) for 14k.

The training dummy of the master (I believe it is called) in Arms and Equipment guide allows you to make 10' steps instead of 5' steps.

I believe it is somehow limited to monks, though, so you have to make an UMD check to simulate being one.

Oriental Adventures added a use for the Tumble skill to take a 10ft step (instead of a 5ft step) if you can make a DC 40 Tumble check. I have no idea how you make a DC 40 Tumble check without being quite high-level, though.

"Escaping Panic Button" from Complete Scoundrel. Dimension door up to 30', and I think you can activate it as a swift action if you're not wearing any armor.

That's actually the Sparring Dummy of the Master. And rather than an UMD check, you have to make 224 consecutive DC 21 checks without failure.

Most efficient way for a Swift Hunter is to be a Scout 3/Wildshape Ranger X. Lots of Wildshape forms grant Pounce, and you can take Frozen Wild Shape or Aberration Wild Shape or Draconic Wild Shape to improve it further.

If you don't like that option, read down the list Murdim linked to. You can also put a Wand of Lion's Charge (Druid 3/Ranger 2 spell, Spell Compendium) into a wand chamber (Dungeonscape). Or any of the suggestions above. Honestly, it's so common that they should have just made a feat called Pounce and a second one called 10 ft step.

man, just take the Travel Devotion feat, u get 1 use per day 10 rounds wich give 1 extra move.

the cheese with class wich grant TU attempt is just for refuel it, but in 10 round u should finish the bad guys or u r doing wrong.

But remember that Travel Devotion doesn't work on the first round because activating it uses up a Swift Action, which you need to use it. It is a little overrated if you have fast combats; usually the first round of combat is your best opportunity to do the most damage you can because of all the flat-footed targets, so being unable to move and full-attack makes the biggest difference right then.
