Is there one publicly accessible? I browsed around a bit, have read about these conversions, but was unable to actually download anything of the type. Does anyone have/knows where to download these fan-updated to 3.5 module?

You can buy and download the video game for $5.99. As an added benefit, it's the only video game to faithfully recreate core-ish 3.5 D&D. (Though you want to download the "Circle of Eight" fixes, because it's buggy).

Are you looking for the D20/3e conversion notes for the AD&D module? If so, here is a link to the pdf conversion: Return to the Temple of Elemental Evil (Errata, FAQ, and v3.5 Conversion), and also to a word document conversion of the original module: T1-4 Temple of Elemental Evil. If you are looking for a pdf of the original module, then you are out of luck as far as legal methods go.
