Can gods bestow divine rank upon mortals?
Secondly, how do they grant spells if they have no cleric levels? Or levels in the appropriate class.

Deities can grant spells by virtue of being deities. They just grant from either the cleric or ranger spell lists and some domains. No casting levels required.

Deities and Demigods explained how they bestowed spells. They themselves cannot cast their spells without levels in cleric, so their followers do it.
And, yes, Deities can give mortals (one) divine rank. These mortals are called proxies and are subservient to the deity who ascended him. This lowers the deiy's divine rank by 1.Last edited by LOTRfan; 2010-11-18 at 10:27 PM.

You can be given divine rank as a proxie (may be subject to DM approval as to whether that works, or they exist in your campaign).
As for becoming a god, that is entirely up to your DM.
