    Default Cha to HP?

I'm looking for, like, a PRC or something. Maybe a feat.

Well, Dry Liches have Unholy Toughness. That's what you want. Walker of the Waste becomes one as their capstone so that's one way. It's not easy though.

Faerie Mysteries Initiate does it too I think, though I generally see it in cheese discussions.

Gives you Int to HP instead.

No. All levels. Both work at all levels. There's trash that only works on first levels but Unholy Toughness and Faerie Mysteries Initiate allow you to basically replace your HP-source stat with Cha or Int respectively.

FMI has other uses too and quite esoteric requirements (gotta perform the moonlight dance or whatever with a partner who has the same feat) and offers various uses, but Int to HP is the only good one out of that bunch.

And Unholy Toughness is simply a property of Dry Liches.

Aye; singled out Dry Lich since it is one of the easiest to become this side of Shapechange.
