Arcanist prestige class?

I was reading a copy of Netheril: Empire of Magic and I wanted to know if there are any prestige classes that are similar to the Arcanist class. I know its broken beyond belief, but I like the arc system.

There is the Netherese Archwizard prestige class in 3.5, though I can't remember which book it's in.

For reference, Netheril: Empire of Magic is a 2e book.

Can you summarize what it does? I don't own that book, but there's a PrC for almost everything in 3.x.

It combines a mana pool called "arcs" with vancian magic. It lets you cast by putting a number of arcs equal to the level of spell into it. So a level 9 spell would take 9 arcs.
