On Legacy Weapons
If I allow a character to gain the Legacy Feats for a weapon for free on completing the rituals(with associated expense, and only at or after the required levels), is in unbalancing? I'd still probably limit the character to one such weapon, barring exceptional circumstances.

Hm. The way the feats themselves are worded, it seems like you have to take the feat as normal after completing the legacy rituals. Automatically granting them makes much more sense, but I've heard so much about how legacy weapons are suboptimal, and couldn't see what else would make them bad.

It's true. I think the only one you actually have to take is the first, and even then I'm not entirely sure. why they diced to make them feats at all is beyond me. they should have just made them abilities, things you get for completeing the task given by the specific weapon (you know, like they already are)

Not even the first. Completing a ritual automatically grants you the appropriate feat.

The real reason the feats are there is to make it easier to word stuff that depends on being at 'stage X' of legacy. Of course, it also becomes quite ridiculous with Dark Chaos Shuffle.
It's also the cornerstone of the True Dilettante - 504 feats in 20 character levels.
