What exactly IS it? It comes mentioned that Good-quality auger array implants function as full auspices (which are different from the hand-held version in the equipment section), so... what are they? what do they do? where can I find them?

There's a description on page 174. Basically it gives a bonus to awareness and a successful Tech-Use test will reveal information about otherwise undetectable things. I'm assuming the full auspex granted by a higher quality implant doesn't do anything beyond the re-roll.
