(3.5)familiar feats and skills
Since familiars are considered to have the same hd as their master, do they gain skill ranks and feats accordingly?

"For the purpose of effects related to number of Hit Dice, use the master’s character level or the familiar’s normal HD total, whichever is higher. "
In general, that only applies for things like Blasphemy, rather than skills/feats, although some DM's can be convinced otherwise.Of course, by the time I finish this post, it will already be obsolete. C'est la vie.

A familiar never gains Hit Dice. It can use it's casters level for it's HD for efects, but that does not 'give' it HD.
Skills and feats are not 'effects'.

As per CArc and HoH, it also applies to a template applied to a familiar (Alienist and Fiend Blooded familiars get the Pseudonatural and Fiendish templates respectively, and both sample familiars have level dependent template effects beyond their normal HD).
