Character starting gold clarification

Sorry, this is a pretty boring post but I need some clarification. The average starting gold per level table in the DMG, is it affected by LA? MY friends are starting at lvl 6, but one is a goliath and therefore only class lvl 5. Does he start with 9k or 13k gold? ty

A character's ECL(Effective Character Level) is the same, so they have as much gold as the others.

So if you had, say, 3 Racial Hit Dice, +2 LA and 3 class levels you'd be ECL 8 and get 8th level WBL, even though you only have 3 actual levels.
