    No. There are only three playable races with Powerful Build (in WotC books, anyhow), and they've all got +1 LA.

    You can always try to get your DM to let you have a character who had Enlarge Person put on him permanently through the Permanency spell.

    It's vulnerable to Dispel Magic, but doesn't give a LA.

    If wielding larger weapons is all you're after, there's an item in the Magic Item Compendium... Strong Arm Bracers, I think? They let you use bigger weapons, if I recall correctly.

    The real reason you want to actually get Powerful Build, though, is so you can do a Dungeoncrasher/Knockback combo, baby! And that's worth sucking up some LA, especially if your DM allows LA buy-off.

    Yeah, just ask the DM to approve LA buyoff. For +1 it's pretty trivial. Go for a +1 LA race, get 3 class levels under your belt, and then spend 3000xp to drop the LA and become a straight 3rd level PC.

    There are no LA +0 races with powerful build printed in any WotC material. However, if you/your DM is interested in/allowing homebrew, I recommend the ogres from this setting.

    The Jotunbrud feat(from Races of Faerun I think) gives humans powerful build.

    Nope, according to my MM3, Red Cap is 4 Fey HD, and LA +4. Technically playable, but you really wouldn't want to.

    It's also the only small race with Powerful Build, AFAIK.
