Yes, seltzer is synonymous with club soda or sparkling water. (Hey, let's have a soda/pop/coke thread! This is like that, but with less sugar!)

I bet the reference has to do with clowns squirting each other with seltzer from flowers.

On another note, I never EVER thought I'd say this... but I can't keep up with this update pace! Well, whatever, another great comic, right on the tales of the last. I'm overdosing on awesome, but so be it.
