Weapon and Armor Proficiency: Dracolexi are proficient with all simple weapons and with light armor, but not with shields.

Though their normal spell list contains no spells with somatic components, Dracolexi possess no inherent ability to bypass arcane spell failure, and as such spells that are added to their spell list via their Eclectic Learning ability may be subject to arcane spell failure while wearing armor.

Spellcasting: Dracolexi cast arcane spells, which are drawn from the Dracolexi spell list (see below). A Dracolexi knows all spells of a level he is able to cast, but must choose specific spells to prepare for each day, like a Wizard. A Dracolexi's base daily allotment for spells is shown on the table above. Like a Sorcerer, a Dracolexi receives bonus spells per day for having a high Charisma score. A Dracolexi without a sufficiently high Charisma score to have a bonus 1st level spell may not be able to cast spells at 1st level.

In order to prepare spells, the Dracolexi must sleep for at least eight hours, then spend one hour studying his spellbook. While studying, the Dracolexi decides which spells to prepare. To prepare or cast a spell, the Dracolexi must have a Charisma score of 10 + the level of the spell. The Difficulty Class of a save (if any) against a Dracolexi spell is 10 + spell level + the Dracolexi's Charisma modifier.

Spellbook: A Dracolexi must study his spellbook each day to prepare his spells. He cannot prepare any spell not recorded in his spellbook.

A Dracolexi begins play with a spellbook containing all 1st-level Dracolexi spells. Whenever he attains a level that unlocks a new spell level, he may immediately add all Dracolexi spells of that level to his spellbook.

A Dracolexi can add spells from other spellcasting lists to his spellbook with his Eclectic Learning class feature and the Extra Spell feat(Complete Arcane). Regardless of the class these spells are drawn from, the Dracolexi casts them as arcane spells.

Lexicon: Though the basic knowledge of the draconic words of power is ingrained into his mind, the grammar of the language is complex, and as with arcane spells, speaking certain phrases erases knowledge of that particular phrase from the Dracolexi's mind. When he prepares spells for the day, the Dracolexi also peruses his lexicon, which contains notes and sample phrases consisting of his known words of power, refreshing his knowledge of the language.

A Dracolexi begins play with a lexicon containing the cul, ixen, shochraos and uvelucal words of power, along with an additional word of power of his choice from the list of novice words. Whenever he attains a new level, the Dracolexi adds an additional word of power to his lexicon, along with a new prefix and suffix if he is of an appropriate level.

A Dracolexi does not need his lexicon to refresh his knowledge of the language each day, but if he does not study the lexicon, his effective Dracolexi level for determining the effectiveness of his words of power is reduced by 2 (or, in the case of a 1st or 2nd level Dracolexi, the DC of any saving throw required for his words of power is reduced by 2).

Dragontouched: At 1st level, the Dracolexi gains the Dragontouched (Dragon Magic, p. 18) feat, even if he does not meet the normal prerequisites. In addition to the normal effects, this ability grants the Dracolexi knowledge of the Draconic language.

Words of Power (Su): Starting at 1st level, the Dracolexi begins to explore the draconic language in search of words of power, phrases that, when inflected just so, create potent magical effects. At first, the Dracolexi's knowledge of the words of power is rudimentary, capable of creating only the most basic of effects, but as he continues his research, he not only learns more words of power, but also how to combine certain words into phrases that alter or enhance the function of the base word.

Speaking a word or phrase in the words of power is a standard action. Unlike most supernatural abilities, speaking the words of power requires the Dracolexi's full concentration, and as such provokes attacks of opportunity. Unless otherwise noted, the effect of a word of power may originate as far as 60 feet plus 5 feet per class level away from the Dracolexi. The Dracolexi must speak in a clear, firm voice to properly intone a word of power; as such, he cannot use words of power when gagged or when in an area of magical silence. The Difficulty Class of a saving throw (if any) against a word of power is 10 + ½ Dracolexi level + Charisma modifier.

A Dracolexi may use the basic words of power any number of times per day. However, speaking a word of power leaves a lingering resonance in the body and mind of affected creatures; as such, no creature may be affected by a given word of power more than once in a 24 hour period. Altering the base word with a new prefix or suffix is sufficient to bypass this resistance. The Dracolexi himself is not subject to these restrictions, and as much may affect himself with his own words of power as many times per day as he wishes.

At first, the Dracolexi may select words from the list of novice phrases. These words comprise the most basic structure of the words of power; while not necessarily weaker than other words of power, their effects are generally more simplistic.

Cul: Speaking this word of power deals 1d6 cold damage per two Dracolexi levels (rounded up) to all creatures in a 5-foot burst. A successful Reflex save halves this damage.

Dastudr: Speaking this word of power grants an ally within range an insight bonus to Strength checks and Strength-based skill checks equal to half the Dracolexi's level (rounded up) for one minute.

Edar: Speaking this word of power transforms a 5-foot section of stone or earth into a 10-foot tall spire. Any creature in the spire's spaces at the time of creation takes 1d6 piercing damage per two Dracolexi levels (rounded up). A successful Reflex save halves this damage. The spaces occupied by the spire are difficult terrain while it persists. The spire melds back into its point of origination after a number of rounds equal to the Draxolexi's Charisma modifier.

Haddross: Speaking this word of power doubles the weight of objects within range whose natural weight does not exceed 20 pounds per Dracolexi level for a number of rounds equal to his Charisma modifier. If this word is used to target a worn or attended object, a successful Will save negates the effect. Even if multiple objects worn by the same creature are targeted, each affected creature only makes one save to determine the outcome.

Ingowil: Speaking this word of power grants an ally within range an insight bonus to Charisma checks and Charisma-based skill checks equal to half the Dracolexi's level (rounded up) for one minute.

Irthir: Speaking this word of power grants the Dracolexi a competence bonus to Knowledge checks equal to half his class level and the ability to make Knowledge checks untrained for one minute.

Ixen: Speaking this word of power deals 1d6 fire damage per two Dracolexi levels (rounded up) to all creatures in a 5-foot burst. A successful Reflex save halves this damage.

Mamiss: Speaking this word of power grants an ally within range an insight bonus to Constitution checks and Constitution-based skill checks equal to half the Dracolexi's level (rounded up) for one minute.

Mitne: Speaking this word of power causes an object to glow brightly, shedding bright light out to a distance of 5 feet per two Dracolexi levels (rounded up) and shadowy illumination out to twice this distance for 1 minute. If this word of power is used to target an attended object, a successful Will save negates the effect.

Naam: Speaking this word of power grants an ally within range an insight bonus to Wisdom checks and Wisdom-based skill checks equal to half the Dracolexi's level (rounded up) for one minute.

Ricin: Speaking this word of power grants an ally within range an insight bonus to Intelligence checks and Intelligence-based skill checks equal to half the Dracolexi's level (rounded up) for one minute.

Shochraos: Speaking this word of power deals 1d6 electric damage per two Dracolexi levels (rounded up) to all creatures in a 5-foot burst. A successful Reflex save halves this damage.

Suaco: Speaking this word of power causes a violent – but brief – tempest to spring up at the target intersection, dealing 1d6 bludgeoning damage per two Dracolexi levels (rounded up) to all creatures in a 5-foot burst. A successful Reflex save halves this damage.

Tonsalra: Speaking this word of power grants an ally within range an insight bonus to Dexterity checks and Dexterity-based skill checks equal to half the Dracolexi's level (rounded up) for one minute.

Ultro: Speaking this word of power deals 1d6 sonic damage per two Dracolexi levels (rounded up) to all creatures in a 5-foot burst. A successful Fortitude save halves this damage.

Uvelucal: Speaking this word of power deals 1d6 acid damage per two Dracolexi levels (rounded up) to all creatures in a 5-foot burst. A successful Reflex save halves this damage.

Whedabir: Speaking this word of power fills an area with a radius of 5 feet per two Dracolexi levels (rounded up) with shadowy illumination for 1 minute. This is the equivalent of a 1st level Darkness effect for determining which spells and effects can dispel it.

Beginning at 8th level, the Dracolexi may select words of power from the intermediate list.

Ssifisv | Rest; rejuvenation
Thran | Flight; flying
Trekis | Breath; breathing
Troth | Protect; deflect
Winteki | Fright; fearsome
Bacri: Speaking this word of power freezes the target foe in place, immobilizing it for a number of rounds equal to the Dracolexi's Charisma modifier if it fails a Will save. Each time the immobilized creature takes damage, the number of rounds it is immobilized for is reduced by 1.

Eligne: Speaking this word of power grants an ally within range an insight bonus to AC equal to the Dracolexi's Charisma modifier for 1 minute.

Meage: Speaking this word of power forces the target foe to follow a simple command. The Dracolexi can force his foe to either approach (in which case it moves as close to the Dracolexi as possible on its next turn) or move away (in which case it moves away from the Dracolexi in the most expedient route possible, though it will not subject itself to unnecessary harm to do so). A successful Will save negates this effect. This is a mind-affecting effect.

Ocuir: Speaking this word of power allows the Dracolexi to see invisible foes, as the see invisibility spell, and grants him a competence bonus to Spot checks equal to half his class level for 1 minute.

Srica: Speaking this word of power instantly alters the target's perception of the Dracolexi. If the target fails a Will save, it regards the Dracolexi as a trusted friend and ally for one minute per level. This effect does not enable the Dracolexi to control the creature, but it perceives his words and actions in the most favorable way, and will not attack him unless he takes hostile actions against the affected creature or creature's close allies. An affected creature with no language cannot be communicated with, but still has a minimum attitude of friendly toward the Dracolexi. This is a mind-affecting effect.

Ssifisv: Speaking this word of power instantly cleanses an ally within range of fatigue.

Thran: Speaking this word of power grants one ally within range the ability to fly with average maneuverability at a speed of 5 feet per Dracolexi level for one minute.

Trekis: Speaking this word of power instantly forces all of the air out of a creature's lungs, then lingers for one round for every two Dracolexi levels, suppressing the creature's natural breathing reflex. The affected creature may take a standard action each round to take a gasp of air. Otherwise, the affected creature can take normal actions, but risks falling unconscious from lack of oxygen. It must succeed on a Fortitude save at the end of each of its turns in which it does not consciously take a breath. If it fails a Fortitude save, it is reduced to 0 hp and disabled. If it does not receive healing before its next turn, it falls unconscious and drops to -1 hp and dying. A successful Will save at the time of speaking negates these effects entirely.

Troth: Speaking this word of power grants an ally within range a deflection bonus to AC equal to the Dracolexi's Charisma modifier for 1 minute.

Winteki: Speaking this word of power instantly reduces the target foe to a state of gibbering panic for one round per two Dracolexi levels. If cornered, the affected creature begins cowering until the Dracolexi or one of his allies damages it, in which case it fights back as if merely frightened until it is no longer cornered or the duration expires. This is a mind-affecting effect.

At 15th level, the Dracolexi can select words of power from the list of master words.

Kihles | Enslave; control

Nurchiili | Undo; unmake
Ossalur | Distance; travel
Plythu | Frailty; weakness
Pok | Halt; stop
Sepa | Soul; life energy
Kihles: Speaking this word of power instantly crushes the mind of the target foe into submission, forcing it to follow a single overriding command. If the target fails a Will save, it must follow one of two commands for one round per two levels, as chosen by the Dracolexi at the time of speaking. Move: the creature moves in the indicated direction as fast as it is able, using any special abilities in its power to do so, until it is rendered unable to move further, at which point it simply takes no action unless attacked (in which case this effect ends and the creature acts normally). Attack: the creature attacks a target indicated by the Dracolexi to the best of its ability. If the creature is ordered to attack a close ally, it receives a second save, with success indicating that it instead takes no action for the duration of this effect. Regardless of the selected command, this effect breaks if the Dracolexi or one of his allies attacks the affected creature. This is a mind-affecting effect.

Malaikur: Speaking this word of power numbs the thoughts and instincts of the target foe to the brink of being rendered comatose. If the creature fails a Will save, it is treated in all respects as though it possesses Intelligence, Wisdom, and Charisma scores of 1, though it does not actually take ability damage. The affected creature is unable to use mental skills, cast spells, understand language, or communicate in any coherent form. It recognizes its allies and can follow and protect them, but only on the basest levels. Its perception and understanding of the world is stunted to such a degree that it can barely distinguish between a tree and an enemy, until it or an ally is attacked. This effect persists for one round per level, or until the affected creature receives the effect of a heal, limited wish, miracle or wish spell to remove the effect.

Nurchiili: Speaking this word of power attempts to utterly unmake a single foe within range. If the target fails a Fortitude save, it takes 1d8 untyped damage per level as the forces holding its form together are simultaneously unmade. If this damage reduces the creature to 0 or fewer hitpoints, it is entirely disintegrated, leaving behind only a trace of fine dust. The equipment of a creature destroyed in this fashion is unaffected.

Ossalur: Speaking this word of power instantly teleports the Dracolexi a distance up to 1 mile per level. The Dracolexi suffers no chance of mishap or off-target arrival with this teleportation, but he cannot attempt to teleport to a location that would rank as “seen casually” or “viewed once” on the teleport spell. The Dracolexi may transport only himself and his worn or held gear in this fashion.

Plythu: Speaking this word of power instantly saps the body of the target foe of all strength and endurance. If the creature fails a Will save, it is treated in all respects as though it possesses Strength, Dexterity, and Constitution scores of 1 (do not recalculate hitpoints), though it does not actually take ability damage. This effect persists for 1 round per level, or until the affected creature receives the effect of a heal, limited wish, miracle or wish spell to remove the effect.

Pok: Speaking this word of power instantly halts all form of movement from the target foe. If the creature fails a Will save, it is paralyzed for a number of rounds equal to half the Dracolexi's Charisma modifier.

Sepa: Speaking this word of power drains away some measure of life force from the target foe. If the creature fails a Will save, it receives 1d4 negative levels. These negative levels persist for a number of hours equal to the Dracolexi's Charisma modifier.

Prefixes: Starting at 2nd level, the Dracolexi's breadth of knowledge in the words of power expands to encompass words that do not create magical effects on their own, but which, when used properly, can augment or alter the function of other words of power.

The effects of these words, or “prefixes” as they are commonly known amongst Dracolexi, are usually generic in nature, but certain prefixes have special effects when used with specific words of power. These special interactions, if any, are noted in the individual entry for a given prefix.

Each prefix can only be combined with a given word of power once per day. Likewise, each prefix can only be combined with a given suffix once per day, even if the suffix was used to augment a different word of power.

Some prefixes cause the words of power they modify to allow for spell resistance; the Dracolexi's effective caster level for bypassing spell resistance is equal to his class level.

At 2nd level, the Dracolexi can select prefixes from the novice list.

Bluthel-: A word of power augmented with this prefix becomes a line effect originating from a corner of the Dracolexi's square and extending to the maximum distance or until it strikes a solid object. Only words of power that deal hitpoint damage can be affected by this prefix, except for the special interactions.
Bluthel- special interactions:

Mitne: Bluthelmitne casts its illumination over all squares in a line, instead of targeting an object.
Whedabir: Bluthelwhedabir fills a line 15-feet wide with darkness instead of its normal area of effect.

Drevab-: A word of power augmented with this prefix becomes a 10-foot radius burst effect centered on the Dracolexi's square, with a clear space at the center for him. Only offensive words of power can be affected by this prefix (that is, edar could be affected by this prefix, and would create a ring of earthen spikes, as could winteki, which would frighten all creatures within the area of effect, but not ocuir or mamiss).

Shishin-: A word of power augmented with this prefix forces a Will save to resist its effects instead of its normal saving throw. Only words that offer Reflex or Fortitude saves can be affected by this prefix.

Torkaha-: A word of power augmented by this prefix becomes a cone effect with a range of 15 feet plus 5 feet for every two levels beyond 2nd. Only offensive words of power can be affected by this prefix.

Xtirl-: A word of power augmented by this prefix becomes a touch-range ability. The Dracolexi must succeed on a melee touch attack to deliver the effect; if he misses, the effect is lost to no effect. An offensive word of power modified by this prefix loses any saving throw it may have had, but allows for spell resistance. Words of power that would only affect the Dracolexi cannot be augmented by this prefix.

Yobolat-: A word of power augmented with this prefix forces a Fortitude save to resist its effects instead of its normal saving throw. Only words that offer Reflex or Will saves can be affected by this prefix.

Eynr-:A word of power augmented by this prefix affects an area 20 feet wide, 40 feet high, with a 10 foot clear space at its center. Only offensive words of power can be augmented by this prefix.

Laraek-: A word of power augmented by this prefix causes a melee weapon comprised of arcane energy to form in the Dracolexi's grasp instead of its normal effects. The weapon may be of any form the Dracolexi is proficient with, and persists until the end of his next turn. Attacks made with the weapon are resolved as touch attacks. The weapon deals no damage, instead applying the effects of the word of power augmented by this prefix. Only offensive words of power may be augmented by this prefix.

Nilgnos-: A word of power augmented by this prefix is transformed into a ray. The Dracolexi must succeed on a ranged touch attack to deliver the effect; if he misses, the effect is lost to no effect. An offensive word of power modified by this prefix loses any saving throw it may have had, but allows for spell resistance. Words of power that would only affect the Dracolexi cannot be augmented by this prefix.

Ressand-: A word of power augmented by this prefix may be used on a willing ally instead of the Dracolexi. Only words of power that could only be used on the Dracolexi may be augmented by this ability.

Tharm-: A word of power augmented by this prefix affects all creatures in a 20-foot radius area. Only offensive words of power may be augmented by this prefix.

Turalisjth-: A word of power augmented by this prefix lingers, in a thin cloud of arcana twice the size of the normal area of effect. At the start of the Dracolexi's next turn, the effect of the augmented word of power is repeated in an area twice the size of the normal effect. Daguam-: A word of power augmented by this prefix becomes a shimmering wall of arcana 10 feet high and 10 feet wide that persists for a number of rounds equal to the Dracolexi's Charisma modifier instead of its normal effect. The wall does not block line of sight nor impede movement on its own, but any creature that moves through it is subjected to the effect of the word of power. Only offensive words of power may be augmented by this prefix.

Ifyugvreol-: A word of power augmented by this prefix becomes a ring of shimmering arcana that surrounds the Dracolexi, moving with him and extending out 5 feet in all directions, persisting until the end of his next turn. Any creature that enters an adjacent square or attacks the Dracolexi with a natural weapon or a manufactured weapon without reach is subjected to the effect of the word of power. Only offensive words of power may be augmented by this prefix.

Oplin-: A word of power augmented by this prefix takes effect at two separate locations or on two separate foes within range at once. A given foe may only be subjected to one of these two effects. Only words of power that do not solely target the Dracolexi may be augmented by this prefix.

Papref-: A word of power augmented by this prefix may have its effects delayed by up to five rounds. The Dracolexi chooses his target or target location normally, but does not roll damage or force any saving throws while the effect is delayed. After speaking the word of power, the Dracolexi may activate its power as an immediate action, provided he does so within 5 rounds. If he does not, the word of power automatically takes effect at the end of the 5th round.

Regpos-: A word of power augmented by this prefix repeats its effects at the beginning of the next round, on the same target or at the same location. If the word of power targets a foe rather than an area, the foe receives a +4 bonus to its second saving throw.

Eclectic Learning: At 4th level and every 4 levels thereafter, the Dracolexi adds a single Sorcerer spell of any school to his spell list. The chosen spell can be of a level no higher than one level below the highest spell level available to him. The Dracolexi treats the chosen spell as if it were one level higher than normal. (For example, a magic missile spell would be a 2nd level spell to the Dracolexi, a scorching ray spell would be a 3rd level spell, and so on.)

Swiftspeech (Ex): Starting at 5th level, the Dracolexi may speak a word of power as a swift action once per encounter. Due to the need to omit certain elements of the phrase to speak the word in so short a time, the Dracolexi's effective level for speaking this word of power is reduced by 2.

At 10th level, and again at 15th and 20th level, the Dracolexi gains an additional use of the ability per encounter.

Comprehend Languages (Sp): Starting at 6th level, the Dracolexi may use comprehend languages as a spell-like ability at will, with a caster level equal to his class level.

Enduring Prefix: At 7th level, the Dracolexi selects a single prefix that he knows. This prefix may be used with a given word of power or suffix an additional time each day. The Dracolexi need not determine which word of power or suffix this additional daily use will apply to until he uses it in such a fashion.

At 12th level and again at 17th level, the Dracolexi selects an additional prefix that he knows to gain the benefit of this ability.

Enduring Suffix: At 8th level, the Dracolexi selects a single suffix that he knows. This suffix may be used with a given word of power or prefix an additional time each day. The Dracolexi need not determine which word of power or prefix this additional daily use will apply to until he uses it in such a fashion.

At 13th level and again at 18th level, the Dracolexi selects an additional suffix that he knows to gain the benefit of this ability.

Voice in Silence (Su): Starting at 9th level, the Dracolexi gains a measure of superiority over effects that would quiet his voice. As a move action, the Dracolexi can expend an arcane spell slot to make a level check (1d20+Dracolexi level) against a DC of 10 + the caster level of an area of magical silence or a similar effect. He gains a bonus on this check equal to twice the level of the expended spell slot. If he succeeds, the effect is suppressed for a number of rounds equal to his class level.

Tongues (Sp): Starting at 11th level, the Dracolexi may use tongues as a spell-like ability at will, with a caster level equal to his class level.

Silence the Silencer (Su): Starting at 14th level, whenever the Dracolexi suppresses an area of silence with his Voice in Silence ability, the original caster of the effect is subjected to a targeted silence spell, except that the effect allows no save and does not emanate away from the creature's space.

Slay the Silencer (Su): Starting at 19th level, whenever the Dracolexi suppresses an area of silence with his Voice in Silence ability, the original caster of the effect is struck dead. There is no save to resist this effect, but immunity to death effects does prevent it.

Living Lexicon (Ex): At 20th level, the Dracolexi's mastery of language is complete. He gains immunity to any negative language-dependent effects, may communicate even with creatures that do not have a language, and may use draconic word as a spell-like ability once per encounter with a caster level equal to his class level.

Draconic Word: As holy word, except that the opposed alignment may be of any of the Dracolexi's choosing, and the effect applies to all creatures that can hear the Dracolexi. The Dracolexi may choose to not affect creatures of his choosing within this area of effect.

Honestly, I'm not happy with this class. It's not finished, and I hate posting unfinished work. However, halfway through writing up the effects of the suffixes, I realized that the effects I had created for the class were... boring. Rehashed effects with reduced power to make up for their repeated use. That's not interesting; that's the Warlock with a different name.

If anyone has the inclination to do so, I'd like some suggestions for new effects to add to the class. In particular, I'm looking for interesting interactions between suffixes and the base words of power, though I'm all ears for new base effects as well.

To anyone reading the class: yes, I realize that the suffixes are not finished.

General thought:It feels like you went and thought up a new power system, wrote a class around it, and now are trying to figure out what to do with it.

Perhaps it would be helpful to put that cart back behind the horse. Write yourself some flavor text, build a class to serve as the flavor's vehicle, and let the vehicle decide for itself what kind of fuel (and power system) it needs to run itself. Who ARE the dracolexi? What do they do with their time? What impact do they have on the world around them? What are they interested in doing? What are their common allies, enemies, plots, and plans? I think once you have a mental narrative of the dracolexi dynamically, actively doing stuff, you'll find that unique and flavorful powers will write themselves, and once you understand what the dracolexi can do, it will seem natural to assign certain powers as spells, class features, words of power, or what have you.

I'd also love to see you design this with the racial abilities of the illumian in mind. It seems a natural fit.

So is this meant to replace the current Dracolexi PrC? And as previously suggested, add some flavor. Much of the old Dracolexi fluff is still applicable here, you just need to say it.

Very nice Draconic by the way. For those lacking the Draconimicon or too lazy to find one of those translators:

Minor nitpick: Charisma is not generally used as casting stat for prepared casters. Moreover, Cha-based casting and DCs tend to be for "innate" abilities. The dracolexi appears to be empowered by esoteric knowledge, and should probably be an Int caster.

An idea I had when thinking of how to convert Mana Burn into 3.5:
Spoiler
Show

[Word]- Speaking this Word of Power tears into the weaves of magic itself. For each target hit, the Dracolexi rolls 1d10 per 5 Dracolexi levels. On a roll of 1-9, this Word 'burns' a spell slot of the equivalent level, emptying it, dealing damage equal to the level of spell slot burnt, and rendering it unusable (i.e. not refillable via Pearls of Power or the like) until the spellcaster rests. On a 10, reroll twice.

If the number rolled is lower then the lowest filled spell slot, that dice does nothing. If the number rolled is higher than the highest filled spell slot, it burns the highest filled spell slot, and uses the remainder to burn a lower level slot.

Eg. The Dracolexi rolls a 9 on his D10, attempting to burn a 9th level slot of his opponent's. However the opponent's highest memorised spell level is 6. The Word burns a 6th level slot, and then attempts to burn a 3rd level slot with the remaining '3'. If there isn't a 3rd level slot filled, go down the spell levels to 0. "Remainders" can only burn one extra spell slot. The Dracolexi could not burn one sixth level spell slot and three 1st level spell slots, he could only burn one sixth level and one 1st level.

Burning a cantrip deals no damage.

This can also burn SLAs depending on their spell level, though they have lower priority than actual spells. If an SLA is burnt, it loses one 'use' for the day and deals damage to the target as if it were a spell. At-Will SLAs which are burnt are instead rendered unusable for one round.

DC(something or other) Will save negates?

Bit of a mouthful to explain, but I hope I got the idea behind it across.
