I tend to like mid-level, so I'll go with CR 9.

I'd have to say 8.5, right on par with several campaigns I have played in, it seems to be a good zone for starting a game, and this is looking like a memorable first encounter. Nobody ever gets attacked by the mold in the corner of the tavern!

I'll vote for CR 17. Not like Tarrasque level of KILL THE UNIVERSE but reasonably powerful enough that one poses a serious threat and a bunch of them is dangerous to anyone.
Or maybe I should look at how low other people are voting, and vote for 20, since that will force the average more towards 17? Hmm... For now I'll just vote 17.Full Homebrew List

I would love to see Burrow and Fly together on a monster. Picture a swarm of plants bursting out of the ground unexpectedly and then buzzing about its victim(s) while they try in vain to swat at it.

I second the idea of a creature that can Burrow, but I also add that I don't think it should have normal movement. The idea that the swarm burrows into the ground and then bursts out, only to disappear into the ground once again tickles my fancy.

I say fly and standard. It's a shapeshifter. It should be able to move normally when disguised.
