I'm counting this as a vote for intelligent and 12 HD, since you can't vote for fewer than 12HD.

We are voting on whether or not it has an intelligence score at all. Later we will vote on what that score actually is (if it is in the 3-9 range, then it is smarter than a chicken but not as smart as the average human commoner.)

Str: 1 (it's a swarm, it's doesnt need strenght)
Dex: 16 (enough to get a small bonus to AC and init)
Con: 23 (swarm are very vulnerable to area effect and with a weaknes to fire, it need the hit point)
Int: 13 (smarter than a commoner, but not much more)
Wis: 6 (a penalty to perception skills and to will save made for a nice weak spot)
Cha: 18 (very high, it should be beautiful, like a swarm of rose and able to ensnare the player with it's everchanging beauty)

with what it can do, this thing should have magic coming out its ears... or what passes for ears.

and seeing as its a shapechanging swarm of plants... it needs the strength and the smarts, but not the dexterity or constitution

I would like to point one thing out about this creatueres STR score; the winner for it's size catagory was tiny, so it's a swarm of about cat sized plant thingys(so having some str makes sense)
edit; is it ok if I change my vote to STR 3, I just looked up the swarms in the MM and relised I had forgotten swarms don't use attack rolls
