    dethkruzer, I hold your speeds:

    burrow 20 ft
    fly 50 ft

But oppose your maneuverability. Make it use the heavily complicated flight-sim rules. :)

    Poor, Clumsy, Average, Good, Perfect

(okay, clumsy does not need to be first, but besides this, the poorer, the better.)

I wish I could have faster burrow or slower flight, because I envision it leaping from the ground to attack then zooming back in, like a flying fish except as a swarm of moss instead of a fish.

    I'll go with:

Burrow 20 ft, no need to be real fast underground.
Fly 50 ft It's a plant not need to be too high either.

    Average, Good, Clumsy, Perfect, Poor.

    Burrow: 20ft.
    Fly: 50ft. with Perfect Manuverability
    , average, good, clumsy, poor

It seems like it would take time for a swarm to travel through something, but once it was up in the air it would be zipping around like mosquitos.

Any swarm which burrows should be able to move pretty much as fast as if it were unimpeded, just look at ants for an example. Flight shouldn't really get away from the mid-range ability too, there are multitudes of these things in a huge mass, they're not going to maneuver very well, but they shouldn't be too clumsy either.
