Character concept help

Alright, so I need some assistance. I'm imagining a character concept, and I'd like some help - hopefully, this can be done with classes that are out there (I hope not to have to homebrew the entire thing myself).

Here it is. Charisma, maybe some dexterity and wisdom. A sort of whimsical comedy-of-errors adventure hero - always with the charm and the crazy plans that always seem to work out alright. I'm imagining a Baron von Munschausen / Doctor Who sort of gentlemen. Chaotic good.

I suspect that I'll need some Factotum elements, maybe a bit of Bard? Rogue?

What sort of resources can you imagine that I'll need to pull something like this together?

EDIT - Perhaps this should have best gone to the 3.5 specific board, since that is what we'll end up playing. If you're familiar with other systems, though, I'd love to hear your ideas too. I can save the idea and give it a shot if I ever get a chance to play whatever system it is.
