Jawas were renowned for their incredibly potent and strong smell, which most species generally found close to unbearable. However, for the Jawas, this odor contained incredible amounts of information such as other Jawas' identity, health, clan lineage, last meal, maturity, arousal and even their mood.

They would make incredibly wizards. Small size and a bonus to intelligence? Sold.

On the whole, though, they look pretty weak, apart from the ability that lets them consume half the normal amount. Does that mean that they can get two uses out of a single potion?

No, that means they can eat half as much as a normal small sized character and live. I.e. rations last twice as long.
