Looking for off-the-wall campaign ideas
In my RL D&D 3.5 group we tend to play fast and loose, running mostly on Rule of Funny. I've been called upon to DM again for our next campaign, but I'm at a loss for wacky shenanigans to put the players through. Everything, including the setting is still up in the air, (the players haven't even started building characters yet) so feel free to pull stuff out of anywhere.

I've found that with my players the best source of funny is to split the party and then get one group turned against the other. They're all fairly innocent and the victim party will often be at a loss why the other is trying to avoid them.
For off the wall, maybe they've all been abducted by a sentient flying city built by ancient illusionists that now takes people for its own entertainment and to study the "surface races" and their interactions. I could see a city like that with plenty of ways to split up the party and make them suspect each other and/or make them think they're going crazy as they city speaks to them and studies their actions. It would be a lot of work to map out, but a big enough city, built mad-mage style, could be a whole campaign setting while they try to find a way home alive.

Kobold Campaign, going out and doing stuff for the big ancient dragon.
Character death should be multiple times per session.
Maybe go out and steal some babys from the nearest village

Get a quest from a Goblin Lord at the bottom of a dungeon to reset all his traps, restock the dungeon with dangerous creatures, hire some new guards, and then go kill an old man in a tavern.

I say, go with all the most over-the-top things you can find in the Exalted books, and apply them all at once.
Giant magic robots, genetically-engineered dinosaurs that pee drugs, silver tattoos that function as plate armor, vampiric martial artists who can punch out your skeleton, tribes of racist shark/octopus people in a magitech underwater city, a ghost-king with a miles-tall zombie behemoth, insane Cthulhu elf LARPers, demonically-powered rockstars, fate-ninjas who explode out of teacups to punch your destiny, and a heavenly city where the corrupt gods steal each others' staplers and quibble over paperwork (resulting in the deaths of millions).

Sure, that would be cool and all, but it would also mean a whole heck-load of work. If this is supose to be a "goof"-game, than there is no point making that big an effort when the players are just going to mess it up.
Keep it simple, I say.
Just make them mercenaries, that's as easy as it gets. They can make cool, kickass characters, no strings attached, and no need for any reason or character motivation (besides money).
Then give them a straight-on no-fancy-talk contract, like: "Kill this Guy" or "Steal this Thing" or "Take that Castle" or "Rescue that Hostage".
Then give them a few side-adventues, a heck-load of enemies they can kill in a Hollywodd-fashion, an epic last fight and a badass Opponent.
If they aren't satisfied after that, just repeat the process.

If there's occasion when it's worth giving them a deck of many things an adventure to retrieve the soul of anyone who gets Donjon is always fun. I set them in extra planar casinos.

Have a game where everyone starts off a petitioners to a god, then, after a nasty brawl with demons/devils, the god decides to upgrade them to a celestial (Use a monster class), and send them out to do angelic-y things.
For kicks, have one of them be suddenly summoned to the material plane by a wizard and bossed around.On a quest to marry Asmodeus, lord of the Nine Hells, or die trying.

Reverse the zero-hero trope to hero-zero. OK not for players who always want to be heroes or take setbacks seriously.
The Heroes are a Joke.
As Heroes have become strong and powerful, now they can save the world from the worst evil. But the god Joker has gotten bored and decided to add his own flavor to saving the world. And just look at these fantastic heroes, too bad they take themselves so seriously.
Start characters at a high level out to save the world. After every encounter replace one feature, ability, item with something similar but outrageous and fun. For example the Cleric brings forth his most powerful medallion of Pelor to fight off the Lich Lord. But instead of searing light a cacophony of applause commences. The Cleric and Lich are now in an Improv comedy duel with the winner getting the applause and the loser becoming to tongue tied to do anything.

I'm digging the idea of making them Kobolds, or some other equally suicidal, diminutive race. Let them have the fun of rushing into battle with abandon, being generally psychotic, and playing a new character every half-session.

200 Hooks of Plotting has some fun looking ideas. I have used in in one shots to great effect.
I work very irregular hours and usually very long ones at that. If I do not respond to something in a timely manner pester me in an OOC thread. If something big is happening in the Middle East I will probably be busy for a few days because I am the idiot wearing kevlar and interviewing people on the fronts.

Ever see Dragon Hunters? If not, the show is pretty much exactly what it says on the tin. But just go to youtube and watch the opening theme; I love setting. Though, one thing that bugs me about the show is all monsters are dragons: giant bees, giant polymorphing-spiders; they're all called dragons.
Just a suggestion. I love the series.

Yeah, I'd like to use at least some of those ideas but I only have the Scroll of Eratta and the Exalted core rules PDF I downloaded on Free RPG Day a year or two ago. I have somewhat limited funds and I've spent a little over half a year trying to talk my local library into getting their mitts on some Exalted splats, mostly for the Infernals and Abyssals. But instead they have, what, twelve copies of all Twilight books? Somewhere around that number at least. And no Hellsing to balance that out. But they do have Sandman, Watchmen, Buffy Omnibus, some Buffy Season Eight, Scott Pilgrim, Walking Dead, Marvel 1602, The Dresden Files, Discworld and some drawing books.

Don't warn them, but have your campaign follow the course of some wholly inappropriate book or movie. For example: while hanging out in a room at one character's camp, they are attacked by a couple of powerful but stupid thugs who incapacitate the players and trash the place, but eventually realize they meant to attack a local lord's home. The players go to the lord to warn him of the attack (and maybe compensate them for the damaged camp), and he acknowledges the threat and asks for their help in finding his missing daughter. Slowly the characters come to realize...it's "The Big Lebowski". Then, any time they can correctly guess what they're playing, you change the movie. Suggestions: the castle's courtiers steal the players' clothes and force them to dance along while the lord attempts to bring to life a flesh-golem lover he's built. Once they escape, they agree to go ahead and find the Princess, who is teen-pregnant with Michael Cera's baby; no other babies have been born in a long time, because a shard of the Dark Crystal is missing; the shard is what's in the briefcase from "Pulp Fiction", or maybe the car from "Repo Man"...
To the above list of crazy-ass monsters, I would like to add little things that resemble giant gummi-bears, but which are actually half-halfling, half-gelatinous cubes. When you need tribes of natives, use college football teams like "Hoyas" and "Terps" and "Fighting Irish". For that matter--animated armor Robot Masters...Pokeballs, so they can capture monsters and make them fight other ones...Hammer Brothers, Gremlins, Xenomorphs, maybe a carriage-version of KITT...
Hey, since Wolverine has an adamantium skeleton and a powerful healing factor, how long do you think he could stay inside a gelatinous cube?

Immortal gangsters in prohibition era New York. Everything is sillier with immortal gangsters. Especially when you add a pair of incredibly stupid immortal trick thieves and a whole lot of complete and utter nutjobs.
