Sounds like you've already managed to establish him as a main villain more or less. But to make it more clear you could always have the rogue come from a town that recently had problems with similar things, she heard whoever caused it might be from Shadowfall but when she got there he was already gone. If offered to join the party I'd have her turn the offer down, saying she works better o her own and that she will try to track him down (and stay in touch to update the group every once in a while.) Why? Well, no one is to fond of a DMPC and if you already have a rogue in the party you don't want two.

Since Balor has clearly left and is a few steps a head of them have the party stumble over leads every once in a while, a note on how he's tweaked the summoning ritual so "it will work this time!", a mention of a frustrating enemy (the PC's!) who keeps closing in and forcing him to move on before he's ready, maybe a personal belonging that they'd recognize and so on.
